ILLINOIS NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Illinois National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Illinois National Guard must be eligible for immediate membership and employment in the Illinois National Guard in the military grade listed in this announcement.

Areas of Consideration: This position is announced statewide for those persons holding or eligible to acquire membership in the IL ARNG in an available military position in an Warrant Officer, Enlisted grade which is compatible with this technician position.

Military Requirements: Selected candidates who are not currently in a compatible military assignment, may apply. Selectee must be placed in a compatible military assignment prior to the effective date of placement. Selectee is required to cross train if not currently compatible.

Provides administrative assistance in managing the Management Control Program (MCP). Gathers and organizes MCP material, establishes a suspense system, and provides accurate information to the Division Chiefs and Managers within the DCSLOG/G4 organization for preparation of their input into the Command MCP.

Coordinates DCSLO/G4 inspections such as NGB-CLRT-X, Army IG, Army Audit Agencies, and other external agencies. Assists in the development of inspection schedules, coordinates with managers, develops inspection areas through analysis of previous inspection results and highlights known vulnerabilities and problem areas.

Serves as the DCSLOG/G4 focal point for all personnel actions to include performance evaluations, standards, OER/NCOER, job announcements, and other SF-52 actions.

Provides research assistance of applicable directives from higher authority, to ensure that no conflict will result from issuance of new policy.

Prepares and monitors DCSLOG/G4 appointment/delegation letters for Army National Guard activities.

Performs duties as DCSLOG/G4 Publications Officer.

Maintains the appointment schedule for the DCSLOG/G4 and the Logistics Management Specialist. Schedules appointments and meetings, independently, based upon personal knowledge of their workload and current issues of importance.

Reviews incoming correspondence, publications, regulations, and directives, which may affect the DCSLOG/G4 or programs within the DCSLOG/G4 purview relative to the Army National Guard.

Prepares and/or reviews outgoing correspondence from the office of the DCSLOG/G4 or subordinate divisions for grammar, construction, proper format, attachments, continuity of text, policy and procedural adherence, and compliance with the DCSLOG/G4 viewpoint.

General Experience: Administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position. Experience using computer and automation systems.

Specialized Experience*:* GS-07 level - Must possess 12 months: (1) Experience in the interpretation and application of regulations, procedures or laws; (2) Experience that provided a working knowledge of administrative functions; (3) Experience demonstrating the ability to advise lower graded employees; (4) Experience working independently and setting priorities with very little supervisory control. GS-06 level - Must possess 9 months: (1) Experience performing administrative work, gathering information, compiling data and preparing reports; (2) Experience in the interpretation and application of regulations, procedures or law; (3) Experience using oral and written communication; GS-05 level- Must possess 6 months: (1) Experience establishing and retrieving files and information; (2) Experience in the performance of general office work, i.e., answering telephone, receiving and distributing mail and maintaining records; (3) Experience which required the following of oral and written instructions to accomplish work; (4) Experience providing routine information both orally and in writing; (5) Experience using common computer software designed for word processing.

*Applicants must have twelve months experience equivalent to next lower grade in order to be considered for this position.

Substitution of Education: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.

*Other Requirements – For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Military Requirements – Military skill set is determined by MOS requirements. Upon selection, individuals must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS.
