Type of Appointment: This is a TERM Appointment NTE March 2018, and does NOT require membership in a compatible military assignment in the Army or Air National Guard. This is a full-time, non-dual status, competitive, permanent position.

Organizational Structure: This position is located within the Illinois Human Resources Office in Springfield, IL. The purpose of this position is to serve as a Human Resources advisor and technical specialist for position classification and position management.


As a Human Resources Specialist (Classification), you will:

  • Plan, develop, direct and operate the Position Management and Classification program within the State Human Resources Office.
  • Provide technical advice to managers to facilitate full and responsible management advisory service to assigned organizations such as planning and performing studies to identify long and short range personnel needs, advising on organization structures to meet mission as well as management needs, and solving problems dealing with morale, turnover, job dilution or expansion.
  • Ensure position structures achieve optimum balance between economy, efficiency, and skills utilization and employee development.
  • Educate commanders, managers, and supervisors on the various programs through formal classroom and one-on-one training.
  • Resolve difficult issues and problems requiring consideration of the total human resources management program.

To qualify for this position, you must have:

A. One year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: providing comprehensive advisory and technical services on classification and position management practices and policies; dealing with key management officials on highly controversial classification decisions and position management related issues; serving as troubleshooter with responsibility for resolving very difficult problems in the position management and classification function; preparing written advisory opinions on the classification of positions.


B. Successfully completed at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Submit a copy of your official transcripts with your resume if using this option to qualify.)


C. A combination of specialized experience and education as described in A and B above. To compute the formula for qualifying under this combination, first determine the percentage of the specialized experience you possess; then determine the percentage of the education you possess (note: only education in excess of the first 60 semester hours is creditable); then add the two percentages; they must equal to 100 percent to qualify.
