Washington State DSHS Child Support Program Manager - Tumwater in Tumwater, Washington


The Department of Social and Health Services (DSHS), Economic Services Administration (ESA) Division of Child Support (DCS) is recruiting to fill one permanent Child Support Program Manager position to serve the Olympia Field Office.

This position serves as the Child Support Program Manager (CSPM) within the Washington State Title IV-D Division of Child Support Services. The CSPM reports to an Exempt District Manager and provides second-level supervision for seven Support Enforcement Officer 4 employees. The CSPM also provides key leadership consistent with the mission, vision, values, and strategic objectives of the division, administration, and department and in alignment with the District Manager and DCS Executive Leadership and HQ Management Teams.

Some of what you will do:

  • Strategic planning.
  • Organizing, directing and evaluating subordinate personnel.
  • Development and/or accomplishment of program objectives.
  • Delegated authority for facility, personnel (including application of the Collective Bargaining Agreement), and program operations.
  • Hire and train first line supervisors.
  • Provide guidance, instruction, and consultation to supervisors and/or managers regarding investigation of employee complaints and/or misconduct.
  • Plan, organize, lead and evaluate the activities and performance of intake, reception, cashier and collection teams.
  • Mentor and coach staff while creating a culture of learning.
  • Represent the Division of Child Support at the local level with both public and private community partners and stakeholders.
  • Communicate with a diverse staff, the public, numerous community-based organizations, other state agency staff, and local Prosecuting Attorneys.
  • Resolve problems effectively and work with others to develop and implement solutions.
  • Assists with government-to-government relationships with eleven Indian Tribes.
  • Maintain program quality and consistency by acting as delegated representative at meetings in the absence of the District Manager.
  • Model personal, interpersonal, and organizational leadership competencies as defined by the administration. Align actions and decision-making to the organizations' core values, goals, and outcomes. Improve customer service and productivity through quality principles in a continuous improvement environment.
  • Act as District Manager in the absence of the District Manager.
  • Other duties as assigned.

  • Make independent decisions regarding long-term and short-range plans to influence stakeholder and public perception and understanding of DCS's role and effectiveness within the region and the State
  • Negotiate and/or collaborate with representatives or other organizations
  • Resolve conflicts
  • Achieve results by setting challenging and attainable goals, ensure quality and quantity standards are met, and recognize and reward good performance. Understanding of:

  • State government organization, structure, and varying responsibilities

  • Role of other community, state, and national agencies in relationship to division's services and programs
  • Department and Division mission, vision, strategies, goals, and outcome measures
  • Program management including requisite data development, analysis, and maintenance
  • Organizational planning
  • Four years of demonstrated Child Support Supervisory experience Who should apply?

Professionals who have a Bachelor's degree with major study in business or public administration or closely allied field AND four years of professional supervisory experience in the area of collection enforcement.


A Master's degree with major study in business or public administration, a Juris Doctorate, or closely allied field AND four years of professional supervisory and/or collection enforcement.


Four years of experience as a Support Enforcement Officer 4, CSPA or equivalent, or Claims Officer 3 or 4.
