The Department of Corrections (DOC) is seeking a highly motivated and qualified individual to fill the role of an Information Technology Specialist 6 (ITS6) - Enterprise Business Solutions Architect within Information Technology under the Administrative Operations Division. This position is located at DOC Headquarters in Tumwater, Washington.

Position Objective

This position is designated, in writing, the highest technical level of authority for Department of Corrections (DOC) in the enterprise architecture of DOC business software solutions such as OMNI, which enable DOC to manage both institutionalized and community-based offender management programs and operations. This role will specialize in the most complex business requirements and their system designs such as the Sentencing Structure and Time Accounting (SSTA) and other complex business systems architecture issues. These systems are critical in determining when offenders are released from the institutional or community supervision. This position will also lead in the creation of the connected, integrated, responsive, cost-effectively sustainable business solutions with service-oriented, loosely coupled architecture. Further this position will be responsible for the establishment of standards and governance of those standards related to business solutions architecture including system designs and system usability. This position requires close working relations and collaborations with various business program areas as well as other IT organizations.

Duties: Primary job duties include, but are not limited to:

  • Lead a team of analysts, developers, and testers in developing, maintaining, and enhancing the highly efficient architecture and designs for the most complex business functionalities in the offender management systems such as Sentencing Structure and Time Accounting (SSTA), and Cost of Supervision (COS).
  • Develop SSTA solutions architecture and system design documents which will transform complex business requirements into sustainable system design artifacts.
  • Lead enhancement and maintenance of agency-wide system design documents for complex enterprise business functionalities and user interface designs, adhering to approved business solutions architecture.
  • Monitor any system change requests that may affect the SSTA on an ongoing basis and escalate any SSTA issues timely to the DOC leadership for assigning appropriate business priority.
  • Collaborate and interact with stakeholders to validate required changes in the enterprise systems that may impact the offender release dates.
  • Create architecture and underlying technical design templates and communicate solution designs that will be implemented.
  • Develop prototype of new innovative technologies that has potential for proving high business values and present them to decision makers for improving and enhancing an easy-maintenance of the enterprise business applications.
  • Serve as a subject matter expert to guide business software development strategy by convincing decision makers and stakeholder across multiple organizations.
  • Establish and maintain the DOC standards and procedures for system integrity, system validation, business solutions architecture, and system design patterns.
  • Assess the impact of new requirements on an existing suite of complex offender management applications. Qualifications


  • Bachelor's degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA)
  • At least seven (7) years of experience in designing, developing and implementing business applications and their application architecture.
  • At least five (5) years of experience with documenting the Detailed Application Design, translating the business requirements into system requirements.
  • Expert level proficiency in software design.
  • Experience with relational database development and Object-Relational Mapping (ORM) framework such as Hibernate and Entity Framework.
  • At least four (4) years of experience in developing and designing data-driven, service-oriented solutions to meet specifications, and using loosely coupled solutions using dependency injection frameworks.
  • Advanced proficiency in Web API or Web Service Development.
  • Experience in responsive, mobile-ready web design.
  • Knowledge of HTML5 and Application Usability Best Practices. Desired*:*

  • Experience with up-to-date, innovative UI design patterns and industry best practices

  • Exposure to offender management systems or correctional case management software.
  • Experience with agile, scrum, iterative, or waterfall development/project methodologies.
  • At least one of the following professional Level-2 certification as defined by the Department of Defense 8570.01-M Information Assurance Workforce Improvement Program such as Security+, GSEC, SCNP or SSCP.
  • Certification in Application Development or Application Architecture. Supplemental Information
