The successful candidate for this position may be placed at the Human Resource Consultant Assistant 2 (HRCA 2) or Human Resource Consultant 1 level, depending on skills and qualifications. A structured training plan has been developed that includes a maximum of one year of training at the HRCA 2 level before advancing to the HRC 1.

We are looking for a dependable, personable and organized Human Resource Consultant to perform first-level professional duties that support a variety of critical human resource functions. Working in a professional, collaborative team environment, you will be the primary customer contact for the DRS Human Resources Office. Using knowledge of human resource policies, rules and laws, you will provide excellent service to internal team members and external customers, answering questions and responding to requests in a timely manner, and ensuring the information you provide is accurate and responsive to customer needs.

You will serve as the technical expert for accurate payroll processing of personnel transactions, and you will develop and maintain a strong working relationship with the DRS Payroll Office to ensure a smooth hand-off of actions and to troubleshoot problems as needed. You will also coordinate, maintain and update data and information for the Employee Dashboard, the agency's online team member directory.

You will review and track performance evaluations, compile statistics for monthly, quarterly and annual reports, and run ad-hoc reports as requested. You will also coordinate team member registration for training courses, seminars, workshops, etc., and ensure all mandatory training is completed. Additionally, you will coordinate requests for tuition reimbursement in accordance with agency policy.

You will also coordinate and participate in onboarding activities for new team members. You will prepare and send appointment letters, welcome new team members on their first day to complete critical paperwork, and coordinate presenters and participation for New Employee Orientation. You will also assist higher-level Human Resource Consultants with recruitment activities.

Due to the nature of work performed by this position, a criminal background check will be performed on the preferred candidate prior to offer.


The desirable qualifications for this position include:

  • At least four years of experience providing para-professional support, preferably in an HR office environment; OR Human Resource certification from a recognized college or certification program and two years of relevant experience;
  • Demonstrated proficiency in the use of Microsoft Office products (version 2010 or newer);
  • Demonstrated proficiency entering payroll actions in the Human Resource Management System (HRMS) is highly desirable;
  • Proven ability to effectively manage and respond to frequent and rapid changes in workload and priorities; and
  • Demonstrated proficiency in the following competency areas: Customer Focus Dedicated to meeting the expectations and requirements of customers. Delivers high quality services and products.
