As the Senior Lead Web User Interface Developer (ITS-5) working in Web & Communications Services, you will be part of the team responsible for the agency's E-Government strategy and the management of the agency's public-facing website. The Web Services team works to provide interactive products that communicate with injured workers, medical providers, businesses, trade contractors and internally with employees. In this position, you will develop online business applications and adaptive interfaces for mobile devices that will provide customers with a Web experience that is easy, intuitive and adds value to their interaction with the agency.

Some of what you will do

Develop code, test and implement Web user interfaces and prototypes using expert level HTML, jQuery, Backbone, CSS, SASS and JavaScript (including JavaScript libraries, frameworks and templates). Write and deploy code that will integrate with business logic and data using AJAX and JSON.

Adopt an enterprise approach for work to develop and maintain L&I;'s critical E-Government Web applications and interfaces to include; My L&I;, Secure Messaging, Enterprise Web Navigation, and more.

Follow best practices for User Centered Design and User Interface Development. Advocate for an intuitive user experience while meeting L&I; business needs and state legal requirements. Work with business areas and subject matter experts to interpret requirements that inform and define product features and technical designs to fulfill the agency business need. Develop mockups and prototypes for usability studies and integrate study findings into product improvements.

Work with WaTech and L&I;'s Information Services staff to configure products for secure transactions as an Agency Technical Administrator.

Document design, information architecture and use/system interactions for websites and business applications. Provide instruction, mentoring, guidance, and review UI code for compliance with Web development standards and best practices for other L&I; developers and designers as a subject matter expert.

Your technical experience should include:

Five (5) years' of recent information technology experience in designing and developing user interfaces for complex websites and applications serving multiple types of users and business needs; experience in directing projects, providing customer or technical support in information technology; experience in employing User Centered Methodologies during the phases of a project. Experience should include creating user interface functionality that meets Federal accessibility requirements for websites and addresses the needs of limited English proficiency audiences.

Three (3) years of recent experience in implementing User Interface Development standards and best practices for large, complex websites and Web applications serving multiple types of users and business needs with both desktop and mobile application.

Here is what we are looking for:

  • Expertise and recent relevant experience as a front-end developer building Web-based applications that meet rigorous standards for usability, security and are adaptive to a variety of mobile devices.
  • Expert level HTML, jQuery, JavaScript (AJAX, DOM, JSON)
  • Expert level in creating or modifying CSS
  • Expert level in jQuery JavaScript library and developing plug-ins
  • Expert level in user interface design and development
  • Experience with modular JavaScript patterns and formats such as Asynchronous Module Definition (AMD) using Require.js or CommonJS
  • Experience with JavaScript libraries/frameworks such as Backbone.js, Underscore.js and Marionette.js
  • Strong knowledge of architectural patterns such as MVC or Flux
  • Experience with node.js, front-end package managers, build and deploy tools such as Grunt, Gulp and WebPack
  • Experience with Visual Studio, Dreamweaver or other IDEs.
  • Experience with source control solutions like Team Foundation Server (TFS).
  • Strong Web 2.0/Rich Internet Application (RIA) knowledge and experience
  • Strong knowledge of User Centered Design (UCD) and usability testing
  • Ability to communicate clearly with technical and non-technical audiences
  • Experience implementing accessibility standards such as W3C and Section 508 in websites and applications
  • Ability to work in a fast-paced, agile team environment and quickly adapt to changing business needs.
