Here's what you get to do:

Reporting to the Sr. Manager Works and Technical Services, and as a key member of the Works and Technical Services Section, you will provide professional support services to the Works Operations and Maintenance Division within the Transportation and Works Department:

  • Developing and Presenting: feasibility studies; business cases; concept papers; and position papers relating to key business initiatives in the Transportation and Works Department.

  • Lead or assist in the management of long-term strategy projects, including developing RFP’s, project charters and project plans, and lead public engagement.

  • Develop innovative proposals for continuous improvement initiatives or new business ideas.

  • Conduct market research, and develop benchmarks and implement key performance measures.

  • Conduct operational assessments\reviews of lines of business including financial analysis.

  • Provide consultation and advice to Director and Divisional Management Teams as requested.

  • Develop and monitor business plans for key areas; and, provide direction, guidance and support on multiple lines of business within Works Operations and Maintenance Division.

  • Other duties as assigned or required.

Here's what you bring to the table:

  • University degree in the areas of Business, Commerce, Public Administration\Political Science, equivalent, along with a minimum of three years’ experience in the development and analysis of business plans/cases, and strategic plans.

  • Post-graduate Master’s of Business Administration or Master’s in Public Administration\Policy and previous experience working in strategy/operational consulting is an asset.

  • Demonstrated and proven abilities to lead projects with above average project management skills.

  • Demonstrated presentation skills.

  • Strong interpersonal, communication, negotiation and leadership skills are required, as are excellent organizational and problem-solving abilities.

  • Self-starter with an ability to both work independently, as well as the ability to effectively function in a team environment is a must.

  • Exceptional analytical skills, including the ability to synthesize complex and voluminous information into written reports.

  • Knowledge and understanding of Lean concepts, principles, processes and tools

  • Understanding of financial analytical tools, financial analysis, experience in carrying out primary and secondary research and data collection, and have excellent computer skills.

  • Thinks strategically about business issues with a strong bias for action and business solutions.

  • Demonstrated competency with re-engineering of business processes, benchmarking and performance metrics is an asset.

  • Experience managing strategic or operational projects with demonstrated ability to deliver on-time quality results.

  • Knowledge of business practices and procedures of municipal public works operations is an asset.

  • Ability to determine business success factors, and align with municipal benchmarks and key performance measures.

  • Proven ability to work with a broad range of stakeholders and ability to multi-task are a must.

  • Valid driver’s license and use of a personal vehicle is preferred.

Hours of Work: 35 hours per week

Salary: $83,471 - $111,297
