The Health Care Authority (HCA) is Washington's largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefitting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes. The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines, and less than one (1) mile from the freeway.

Position Objective: This position is the expert who extracts, transforms, loads ProviderOne (P1) managed care data into databases that are used by the Financial Information and Data Analysts (FIDAs) to financial monitoring reports and to respond to ad hoc information / analysis requests. This position also supports the FIDAs by providing expert guidance and translation of ProviderOne data / information into non-technical terms. The position evaluates, tests, and troubleshoots P1 managed care design changes to ensure proper managed care program payment methodologies are applied. The incumbent serves as a consultant to executive management and outside actuarial firms in the establishment of managed care program's capitated rates, calculations of premiums and potential policy changes. These programs represent annual expenditures of more than $5 billion.

This position provides agency wide analysis for proposed policy changes, program specific budget impact statements and possible rate changes. This position serves as a management advisor and technical consultant to identify and resolve operational problems for mission-critical applications which support HCA – FSD - FFAS for financial data and specialized analysis. It requires design, development, coordination, and maintenance of large volume databases for in depth analysis of Medicaid MMIS data sets using SQL applications.

This position participates in strategic planning to support HCA and FSD goals and policies. The incumbent also completes special projects assigned by the Section Manager or Chief Financial Officer.

This position will perform the following work:

  • Design and write queries in PL/SQL to extract and summarize extremely large claim and encounter datasets from the Operational Data Store (ODS) to monitor and manage AppleHealth managed care programs.
  • Provide complex data analysis/decision support for AppleHealth managed care programs, support FSD and FFAS staff, other internal HCA customers (i.e. accounting, rates, or budget staff), outside contractors, legislative staff, and other Medicaid interested parties; compliant with HIPAA rules and regulations.
  • Define the requestors' needs, and work with clinical and program managers as required, design, plan and implement the data extracts to develop reports that meet the requestors' needs, in a timely manner.
  • Make recommendations and collaborate with customers, as necessary, to assure final products are meaningful and responsive.
  • Explain/clarify any known potential issues in the quality or completeness of the source data.
  • Assist users with understanding results and significance, and attend project design meetings or presentations of completed analyses.

  • Provide complex data analysis/decision support for Medicaid medical, dental, pharmacy, and mental health services, including fee-for-service(FFS) and managed care (MC) data, to support FSD, FFAS and other healthcare services staff, outside contractors, legislative staff, and other Medicaid interested parties; compliant with HIPAA rules and regulations.
  • Define the requestors' needs, and work with analysts, clinical and program staff and managers as required, design, plan and implement the data extracts to develop reports that meet the requestor's needs, in a timely manner.

Qualifications Required Qualifications:

A Bachelor's degree and four years of consultative or administrative experience in information technology analysis, system maintenance, or troubleshooting / problem resolution experience.

OR

An Associate's degree or completion of an accredited vocational training program in an information technology or related program and five years of consultative or administrative experience in information technology analysis or system maintenance, or troubleshooting / problem resolution experience.

OR

One year as an Information Technology Systems Specialist 4 or equivalent or higher.

AND At least three years of the required experience above in: Creating databases and interfacing databases. Use of SQL ODS graphics for display of statistical results to less technical audiences. Transferring data (import and export) among different data platforms, such as SAS, SQL server, Oracle, XML, and Excel. PL/SQL including outer joins, subqueries, creating tables with integrity constraints, creating indexes, creating views, and optimizing performance.
