The PFCS Project
Bechtel Cavendish Nuclear Solutions (BCNS) is a joint venture between Bechtel Ltd and Cavendish Nuclear Ltd, working to deliver the Pile Fuel Cladding Silo Retrievals (PFCS) Project alongside and on behalf of the client: Sellafield Ltd.
The Pile Fuel Cladding Silo is a Legacy Pond and Silo facility and is a priority within the client’s hazard and risk reduction programme. BCNS scope on the PFCS project involves the detail design, procurement, manufacture, works testing, delivery to site, installation and commissioning of silo doors and retrieval and waste handling modules, together with a hole cutting system that will enable safe retrieval of waste contained in the silo and storing it in compact units.

The PFCS Project currently seek a Senior Procurement Specialist to join the team. Working as part of the Commercial and Procurement team, and reporting to the Project Commercial Manager, the Senior Procurement Specialist will perform duties in the purchasing function including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation and commitment of purchase orders. The Senior Procurement Specialist will also be responsible for administration of purchase orders following commitments involving high monetary expenditure or risk, engineered technical specifications, or supplementary commercial conditions.
The role will be based at Daresbury. Travel to sites at Rosyth and Sellafield may also be required.
Forms contracts and issues purchase orders by:
Generating and executing individual procurement strategies for sub-packages
Preparing, maintaining and monitoring project bidders lists, ensuring input is received from all procurement functions and other operational groups
Prequalifying bidders in advance of project requirement on high profile/risk procurements
Forming bid packages
Coordinating bidders' questions
Generating ITTs, including Project and Client Sign Offs
Preparing Commercial Bid Summary and recommendation letter
Recommending and securing approvals in accordance with established procedures
Directing negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor.
Preparing and committing orders
Preparing and maintaining control and status reporting documents
Managing subcontract preparation
Managing the subcontract approval process from and Bechtel and our project JV Partner, as well as Client sign off
Tender execution including Supplier selection and gaining Project and Client sign-off (pre-contact tendering activities to ensure that candidate supply solutions are competitive and both technically and commercially compliant)
Develops and prepares project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments. Reviews prime contract terminology and transfers applicable legal and commercial terms into the pro-forma documents.
Subcontract execution and post order management of subcontracts where agreed upfront (This will also be a QS activity with cross-overs on both instances). This would include the interface with the prime contract administrator.
Administers assigned contracts and purchase orders, performing the following functions:
Overseeing the execution of over-arching procurement strategy
Maintaining acquisition plan for specific area of responsibility
Establishing files and controls for all outgoing and incoming correspondence on each assigned contract or order
Monitoring Supplier performance for conformance to commercial terms.
Monitoring activities by Engineering and other in-house functions to ensure compliance with the order terms.
Initiating follow-up actions with the Supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
Informing or working with other project Procurement personnel as assigned to the administration of the order.
Analysing and distributing suppliers' reports specified in the order/contract.
Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
Communicates with Engineering, Assurance, Project Management, Design Engineering, Construction Team, Planning, Commercial and the Client on all aspects of Supply Chain activities. Provides support and expertise to all business functions specific to area of responsibility and will be initial point of contact for all communications and dealings with external Supplier (providing a QS is not administering that particular subcontract)
Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into pro-forma documents.
Participates in the planning, work hour calculations, budgeting and other related activities in projecting purchasing staffing requirements for projects.
Reviews international project commercial conditions of purchasing to ensure purchasing pro-forma terms, conditions and procedures are compatible with applicable Bechtel Directives, Instructions and Procurement Procedures.
Forms, issues, and administers purchase orders. Communicates with suppliers to achieve required service and meet project needs. Communicates with Engineering to assist and/or guide them in the preparation of material requisitions. Prepares and organizes assigned Procurement sponsored meetings.
Provides training and guidance to other purchasing personnel regarding all aspects of formation and administration of purchasing forms, procedures, and buying goods.
Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplemental commercial conditions. Monitors billing for compliance.
Required Qualifications, Knowledge, Skills and Experience
Proficiency and experience in the formation and administration of purchase orders.
Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders lists, compilation of bid requests , knowledge of applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
Proficiency in the administration of commitments, monitoring supplier performance, back charge procedures, and the resolution of claims and disputes.
Skilled in working and communicating with other project functional groups, both orally and in writing.
Knowledge of international commercial conditions of buying as well as international suppliers.
