This position is located in Technical Countermeasures Division (TCD) of the Security Services Bureau (SSB), United States Capitol Police (USCP). The SSB is responsible for the supervision and delivery of security surveys of congressional offices; design, installation and maintenance of physical security systems; and Technical Surveillance Countermeasures (TSCM) inspections. The purpose of this position is to identify and neutralize technical penetrations and vulnerabilities that could potentially be used to compromise sensitive and national security information for the United States Congress. This position provides support and maintains Radio Frequency (RF) equipment used by the SSB.


The incumbent of this position performs analysis and review of the United States Capitol Police (USCP) Technical Surveillance Countermeasures (TSCM) responsibilities in a Radio Frequency (RF) environment for the purpose of detecting the potential presence of unauthorized signals. Maintains and operates RF equipment used by the Security Services Bureau (SSB).

Assists other SSB personnel with the operation of technical security RF equipment and analysis. Reviews data and interprets results. Performs testing and evaluation and completes unusual, highly technical projects, including test and evaluation of electronic equipment and systems of significant scope and difficulty. Evaluates, modifies, and improves existing test technologies including methods, concepts, and procedures. Makes recommendations into the development of new technologies used for innovative test article design and materials utilization. Develops and implements test initiatives and test technologies that address the design, development, verification, certification, and operation of systems or hardware.

The incumbent applies electronics engineering theories, principles, practical concepts and processes to search for technical security issues. Researches information and provides support and direction to the fabrication, manufacture, and installation of technical security equipment and systems used to detect or reduce the unauthorized disclosure of sensitive information. Manages work processes and works with project managers, contractors, managers and others to analyze design requirements. Manages projects related to electronic equipment and system design and modification. Analyzes electronic, radio frequency and electromagnetic waveforms, electronic and computer hardware, and software to ensure compliance and to enhance the effectiveness and the efficiency of the SSB as a whole.

CP-10/GS-12 Minimum Qualification Requirements: Qualifying experience for the CP-10 level includes one (1) year of specialized experience equivalent to the CP-9/GS-11 level which is in or directly related to the line of work of the position being filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which requires the applicant to perform Technical Surveillance Countermeasures (TSCM) responsibilities in a Radio Frequency (RF) environment in order to detect the potential presence of unauthorized signals. Experience may also include work that requires the applicant to operate technical security RF equipment, review data and interpret results.

This position is within the Legislative Branch of government. It is not a general schedule (GS) position. Civilian USCP employees are paid in accordance with an established pay schedule.

USCP employees are covered by the same benefits as other branches of the Federal government including: health and life insurance, Thrift Savings Plan (similar to "401K" plans), disability, leave programs, flexible spending accounts, long term care insurance, holidays, etc. Civilian employees are covered under Congressional retirement.

Upon receipt of proper certification, sick leave balances will be transferred from other branches of the Federal government. While previous credible Federal service is used to determine the appropriate leave category, annual leave balances will not transfer. USCP offers a wide array of benefits: USCP employees are eligible to join the United States Senate Federal Credit Union and/or the Congressional Federal Credit Union. USCP employees are eligible for participation in on-site childcare center through the US Senate Child Care Center and/or the US House of Representatives Child Care Center. USCP reimburses covered employees up to an annual limit of $150 for Professional Liability Insurance.

Salary Range: $97,358.00 to $122,677.00 / Per Year
