Bayer Manager, Process Safety Management and Risk Management Plan Compliance - HSE in Whippany, NC, New Jersey

Your tasks and responsibilities

The Manager, Process Safety Management (PSM) and and Risk Management Plan Compliance (RMP) Compliance will as a member of the Corporate Health, Safety, and Environment (CHSE) team provide the coordination, support strategy implementation and directs audit oversight that enables the company to effectively mitigate plant and process safety risks and manage issues. This position serves as the country subject matter expert for OSHA PSM and EPA RMP health and safety requirements from a regulatory and policy perspective. They will lead multidisciplinary teams to develop and direct successful program implementation to drive continual improvement with OSHA and EPA compliance as well as safety performance. This position is responsible for implementing and executing PHA, Audits, and internal compliance plans and providing strategic direction to all levels within the organization.

The primary responsibilities of this role, as Manager, PSM and RMP Compliance, are to: • Support the sites and plants in the design, development, and implementation of Process Safety programs in a process facility subject to OSHA 29CFR1910.119 Management of Highly Hazardous Chemicals, and Environmental Protection Agency Risk Management Plan 40CFR Part 68; • Review designs for the application of industry and consensus standards and guidelines that comprise the Recognized Engineering and Generally Accepted Good Engineering Practices (RAGAGEP), and OSHA Occupational regulations for General Industry; • Coordinate the facilitation and oversight of Process Hazard Analyses (PHA), incorporating industry best-practice methodologies, and Layer of Protection Analysis (LOPA). Includes reporting, tracking, and implementation of mitigation plans for risk reduction, including consultation in recommendation engineering controls; • Partner with Global HSE and the Engineering and Technology PPS groups to implement and provide oversight of the Process and Plant Safety training programs; • Partner with U.S. HSE staff to ensure the plant and process safety program is aligned with other safety programs, incl. industrial hygiene program; • Partner with U.S. HSE staff and sites to aligned process and plant safety activities, contractor safety program and other external vendors (incl. Certified Industrial Hygienists) are following proper sampling and surveillance plans. Outcomes needs to tie into the Risk Portfolio/Heat Mapping process to provide updates to risk assessment methodology; • Consult to Engineering and Technology PPS and Global HSE departments, as well as Sites to assure risk mitigation, reduction for loss of containment and development of internal policies and guidelines; • Provide direct supervision to the Occupational Safety Leads and the Process and Plant Safety Engineers at the sites to support activities related to Pre-start-up audits, maintaining the Master File, Conduct of Operations and Operational Readiness, Management of Change, and Process Hazard Assessment (PHA), and Process Safety Information Updates; • In conjunction with other members of HSE management team, development of metrics to track Process and Plant Safety program maturity; • Participate in country compliance audits and self-assessments to cover environmental related elements; • Support Global HSE internal assurance audits as needed; • Have knowledge and experience with plant and process safety, environment, health and safety compliance audit processes that evaluate and track facility compliance with applicable environmental, health and safety requirements; • Conduct Plant and Process Safety Site Assessments, and due diligence for merger and acquisition.

More specifically related to this position, Bayer seeks an incumbent who possesses the following: • Bachelor’s degree in Engineering or other technical discipline; • 10 years of experience with safety programs; • Subject matter expert with OSHA Process Safety Management Standard and EPA Risk Management Plan; • Demonstrated strong organizational and strategic planning skills and the ability to manage large complex projects, coordinate medical vendors, and move swiftly to achieve objectives; • Demonstrated good leadership skills; • Regulatory awareness; • Outcomes focused attitude; • Media expertise.

Preferred qualifications: • Professional certification; • Supervisory or management experience in pharmaceuticals and/or agriculture activities; • Experience working in a manufacturing, chemical, or production environment.
